Faisal Town Phase 2 NOC Status
What the RDA's official records say, and how to verify the status yourself before you pay.
Is Faisal Town Phase 2 NOC approved?
No. As of 12 October 2026, the Rawalpindi Development Authority (RDA) does not list Faisal Town Phase 2 as an approved housing scheme. Its August 2026 public notice on un-authorized / illegal private housing schemes names "Faisal Town-II, mouza Kolian Par, Mera Kalan, Pilo, Thallain, Tehsil Rawalpindi" (Sr. No. 246), and its online list of illegal housing societies shows "Faisal Town Phase II" for the same mouzas. We found no NOC or Layout Plan (LOP) approval for the scheme, or for any defined part of it, in the RDA's published records.
The August 2026 notice is an enforcement warning, not an approval decision. It lists schemes the RDA treats as un-authorized or illegal and says each is involved in one or more violations, such as launching without formal approval or without an approved Layout Plan, without saying which applies to each scheme. It gives no land area or NOC/LOP reference for Faisal Town-II. Any approval would have to be shown by an RDA approval letter or LOP reference, and it would cover only the land that document names.
An NOC (No Objection Certificate) or approval from the development authority confirms that a private housing scheme has been approved to sell and develop plots on its land. Buying in an approved scheme protects you when you later transfer the plot, get a building plan passed or apply for utility connections.

How to verify the NOC yourself

Ask for the reference
Ask the developer or dealer for the NOC or approval reference number and its date, in writing.

Check the RDA lists
Compare the scheme name, mouzas and reference with the RDA lists of approved (rda.gop.pk/ahs) and illegal (rda.gop.pk/ihs) housing societies, and its latest public notices.

Confirm at the RDA office
If the list is not clear, confirm the status in person at the RDA office in Rawalpindi.

Match it to your plot
Make sure the approval covers the phase and the area you are buying in — an approval for Faisal Town Phase 1 does not cover Phase 2.

Which authority approves Faisal Town Phase 2?
Faisal Town Phase 2 is at Thalian Interchange in Rawalpindi District, where private housing schemes are approved by the Rawalpindi Development Authority (RDA).
Does the Faisal Town Phase 1 NOC cover Faisal Town Phase 2?
No. Each housing scheme is approved separately for the land it names. The RDA's approved list includes "Faisal Town (Rev & Extension)" (mouzas Chahan, Barkat, Pind Nasralla and Noughazi, final NOC over 4,735.90 kanals), but that approval names different mouzas and does not cover Faisal Town Phase II.
How can I verify the NOC myself?
Ask for the NOC or Layout Plan (LOP) reference number and date, then check the scheme on the RDA's lists of approved (rda.gop.pk/ahs) and illegal (rda.gop.pk/ihs) housing societies, or confirm it in person at the RDA office in Rawalpindi.
What should I do if a seller cannot show an approval reference?
Do not rely on verbal assurances. The RDA states that "file submitted", "under scrutiny" or "under process" does not constitute approval. Pay only through official bank channels in the developer's name, keep every receipt, and weigh the risk before paying more than a booking amount.
